Sugar-Free Oral Spray Manufacturer for Private Label Brands
EUPHM produces sugar-free oral sprays in 10–30 ml bottles with 50–300 metered doses per unit. MOQ starts at 1,000 units per SKU, with pilot runs from 1,000. GMP-certified lines in Guangdong.
Overview
Sugar-free oral spray formats suit breath fresheners, vitamin D3, melatonin, CBD-free botanical blends and nicotine replacement alternatives. The base is typically purified water, glycerin and a carrier such as propylene glycol or MCT. Sweetening comes from stevia, monk fruit, erythritol or sucralose. Each batch is tested for dose uniformity, microbial limits and pH. Production runs on automated filling lines with 30,000-unit daily capacity per shift.

Filling and Packaging Capability
The plant runs four automated filling lines for oral sprays. Each line fills 30,000 units per shift at 15 ml. Metered pump valves are calibrated to ±5% dose accuracy. Bottles are available in PET, glass or recycled PET. Actuators come in fine mist, jet or foam formats. We handle label application, shrink wrapping and cartoning in-house. Changeover between SKUs takes 4–6 hours.
Secondary packaging options include single-unit cartons, 3-packs and display trays. Tamper-evident bands and child-resistant closures are available for nicotine or CBD-adjacent formats. Airless and bag-on-valve systems are also supported. Line clearance and reconciliation records are kept for every batch.
Sugar-Free Formulation and Sweetener Systems
Sugar-free oral sprays rely on high-intensity sweeteners. Common choices are stevia (Reb A 98%), monk fruit (Mogroside V 50%), sucralose and erythritol. Each has a different sweetness profile and aftertaste. Stevia can carry a licorice note; monk fruit is cleaner but costlier. We run bench trials with up to 5 sweetener combinations before settling on a final formula.
Flavour systems include peppermint, spearmint, cinnamon, wintergreen, citrus and unflavoured. Natural and nature-identical options are both available. pH is adjusted to 5.5–7.0 for stability. Preservative systems can be potassium sorbate, sodium benzoate or a preservative-free blend using glycerin and ethanol. Ethanol content ranges from 0% to 15% depending on the actives.
Quality Control and Compliance
Every batch is tested for dose uniformity, pH, microbial limits, heavy metals and sweetener assay. Certificates of analysis are issued per lot. The facility is FDA-registered and holds GMP, ISO 22000 and HACCP certifications. halal certification are available for specific production runs. Vegan claims are supported by supplier declarations.
Documentation includes MSDS, specification sheets, allergen statements and stability data. Accelerated stability testing runs for 3 months at 40°C/75% RH. Real-time stability can be arranged for 12 or 24 months. We support US, EU and Middle East label compliance. Retain samples are kept for 2 years after production.
Packaging, Labelling and Retail Readiness
Sugar-free oral sprays are filled into 10 ml, 15 ml, 20 ml and 30 ml PET or glass bottles with a metered pump and an overcap. Pump options include a standard mist and a finer spray for paediatric or sensitive-mouth formats. Where a brand wants a travel or sample format, a 5 ml pen-style bottle is available. Secondary packaging can be a printed carton, a blister card or a shrink-wrapped twin pack. Cartons are printed on 350 gsm board with matt or gloss lamination.
Labels for the US market must carry the statement of identity, net quantity, a supplement facts panel with the active and its percent daily value where applicable, other ingredients in descending order, and the manufacturer or distributor name and address. Allergen declarations follow FALCPA. For EU orders the label follows Regulation 1169/2011 with a nutrition declaration and the appropriate health claims. Lot number and expiry date are inkjet-coded on the bottle base and on the carton, and the same lot appears on the shipper.
Cartons are packed in corrugated shippers sized to the carton count, typically 24, 48 or 100 units per shipper, with a maximum pallet height of 1.8 metres and a gross weight that keeps the pallet under 1,000 kg. Pallets are 1,200 by 800 mm or 1,200 by 1,000 mm depending on destination, stretch-wrapped and labelled with the lot, quantity and destination. For Amazon sellers we apply the FNSKU label over the barcode and can poly-bag units if the marketplace requires it.
Retail-ready projects often need a dieline proof, a barcode check at the correct magnification and a final artwork sign-off before printing. We allow five to seven working days for artwork approval and will not release a print run until the buyer signs the proof. Where the buyer supplies print-ready files, we run a pre-flight check for bleed, colour mode and font embedding and return a report before plates are made.
MOQ, Lead Times and Delivery
Samples for a sugar-free oral spray project are produced in seven to ten working days from receipt of the brief and the flavour or active specification. The sample set includes the filled unit, the proposed pump, and a draft label so the buyer can assess spray performance and taste. Sample cost is credited against the first mass-production order. Where a new sweetener blend is required, one additional week is added for bench trials and a stability spot check.
Mass production runs 20 to 35 working days after purchase order and artwork approval. The lower end applies to a single SKU on an existing formula with stock packaging; the upper end applies to multi-SKU orders with custom cartons and a new pump. Filling capacity is 30,000 units per shift, so a 50,000-unit order is scheduled across two shifts. A pre-production sample from the actual filling line is sent for approval before the full run is released.
Air freight is used for sample and pilot volumes and takes five to eight days door to door. Sea freight is the default for mass production: 18 to 25 days to US west coast ports, 28 to 35 days to Europe, and 12 to 18 days to Middle East and Southeast Asia. We quote EXW, FOB Shenzhen or Hong Kong, and DDP for buyers who want a landed cost. DDP quotes include duty and customs clearance and are confirmed per destination before booking.
The document pack provided with each shipment includes the commercial invoice, packing list, certificate of analysis, material safety data sheet, and a free-sale certificate where the destination requires one. For botanical-containing sprays, a phytosanitary certificate and a non-GMO declaration can be added. Certificates of origin are issued on request. Documents are sent by email within 48 hours of shipment and the originals follow by courier where a hard copy is needed for customs.
Options for Your Format
Stevia (Reb A 98%)
Plant-derived, zero calories. Slight licorice note at high doses. Suitable for vegan and halal claims. Cost-effective at scale.
Monk fruit (Mogroside v)
Clean sweetness, no aftertaste. Higher cost per unit. Often blended with stevia to reduce cost while maintaining profile.

Questions buyers ask.
What is the MOQ for sugar-free oral sprays?+
MOQ is 1,000 units per SKU for retail bottling. Pilot runs start at 1,000 units. Lower MOQs are possible for simple formulas with stock bottles and actuators. MOQ applies per flavour and per fill size.
Can you match a competitor's sweetness profile?+
Yes. Send a sample or a target description. We run bench trials with up to 5 sweetener combinations. Typical match takes 2–3 rounds of samples. Stevia, monk fruit, sucralose and erythritol are all available.
How long does production take?+
Samples ship in 7–10 working days. Mass production runs 20–35 working days after PO and artwork approval. Add 5–7 days for third-party testing if required. Air freight adds 3–5 days; sea freight 25–35 days.
Are the sprays sugar-free and vegan?+
Sugar-free formulas use stevia, monk fruit, sucralose or erythritol. No sucrose, glucose or fructose. Vegan status depends on the capsule-free spray base and actives. Most formulas are vegan; we confirm per ingredient.
What certifications does the facility hold?+
GMP, ISO 22000 and HACCP. The facility is FDA-registered. halal certification are available for specific runs. Vegan claims are supported by supplier declarations. Certificates are provided with each order.
Can you provide a stability study for a new sugar-free oral spray formula?+
Yes. A standard stability protocol covers three months accelerated at 40°C and 75 percent relative humidity plus real-time pull points at 0, 3, 6, 12 and 24 months. Each pull tests appearance, pH, assay, dose uniformity and microbial limits. The study is charged per formula and the report is issued in a format suitable for a retailer or notified body submission. Real-time data continues after the initial report is delivered.
What label artwork files do you need, and who is responsible for regulatory compliance of the label?+
We need a print-ready PDF or AI file with 3 mm bleed, CMYK colour and fonts embedded. The buyer is responsible for the regulatory content of the label, including claims and supplement facts. We run a pre-flight check and can flag missing mandatory elements such as net quantity, lot field and allergen statement, but final compliance sign-off rests with the brand owner or their regulatory consultant.
How are sugar-free oral sprays shipped, and which Incoterms do you offer?+
Samples and pilot volumes ship by air, typically five to eight days door to door. Mass production ships by sea, 18 to 25 days to the US west coast and 28 to 35 days to Europe.
